The SoCal water problem depends on water flowing from NorCal, the eastern Sierra (Owens Valley) and the Colorado River Aqueduct. The Metropolitan Water District of Southern California’s website has an excellent section on “How We Get Our Water.” Basically, there currently is no problem.
Trump’s latest stunt—sending in the “military” to turn on a nonexistent mythical “valve” to release water —actually moved water from two reservoirs in the southern San Joaquin Valley and was just that— a stunt. The water released ended up well over 100 miles from LA, hopefully replenishing underground water storage. The water was being stored for use in spring and summer.
Without Nor Cal storage in most years, SoCal is in trouble as is the central valleys, Sacramento-SanJoaquin Delta, and extended Bay Area that depends on water from the Central Valley Project. The State Water Water Project is equally important for SoCal.
Trumpers who comment on California water are generally clueless as, of course, is Trump.
