Of course, snipers and drones are the sort of things one would want in the capitol city if one were planning a coup, the same as one would want to have a military force patrolling the streets. DC is the only jurisdiction in the U.S. where the National Guard is answerable only to the President, and they have become a permanent fixture.
As to the claim that all the great cities except DC have triumphal arches, that’s not strictly true, in the sense that they often don’t celebrate a triumph. In architectural parlance, arches modeled on Roman triumphal arches may be called “triumphal”, but many of the arches in great cities do not celebrate military triumphs, nor triumphs of any kind.
